About Robert J. Vincent, Ph.D.

Robert J. Vincent, Ph.D., selflessly gave 30 years of service to this country. His responsibilities ranged from serving on the Intelligence Community Staff, Office of the Director of Central Intelligence (DCI), as a counterintelligence officer during the first Gulf War, and as a CIA liaison officer throughout the nation's Intelligence Community, to include all branches of the military, the Defense Intelligence Agency, and the State Department. For a number of years, he was the human factors specialist at the National Photographic Interpretation Center, the National Imagery Office, and the National Imagery and Mapping Agency, forerunners of today's National Geospatial-Intelligence Agency.

About The Fund

This scholarship is open to all combat Veteran students from any branch of the military completing an undergraduate or graduate degree at the University of Maryland. The Vincent Family Scholar may attribute the funds toward tuition, room and board, or the cost of textbooks.

Meet Our Scholars

Michael Margolius headshot

Michael is a 2000 graduate of the University of Maryland and a professor at the U.S. Army War College in Carlisle, PA. Still on active duty, he served in nine combat deployments and held several staff positions. He is currently pursuing his Ph.D. in public policy, stemming from his work in hostage and wrongfully detained recovery efforts.

Bradley Scott, 2024-2025 Scholar

Bradley ScottBradley Scott served 5 years in the US Army and deployed to Iraq from 2006 to 2008. He obtained an undergraduate degree in applied math, with a minor in applied physics. He continues to serve his country as a federal employee engaged in helping other veterans. Brad hopes to obtain the knowledge and experience to advance and explore the capabilities of quantum computing.

Paulo Garcia Medrano, 2023-2024 Scholar

Paulo Garcia MedranoPaulo Garcia Medrano has lived in MD ever since he moved to the US with the exception of the time he served in the US Army. During all this time, he’s always wanted to be a part of the Terrapin family and he finally accomplished this dream when he got accepted to the Smith School of Business. Paulo now wishes to complete his program and use the knowledge he gained to help others reach their goals.

Will Jones, 2022-2023 Scholar

Will JonesWilliam Jones is an active member with both Veteran Student Life and TerpVets who helps other veterans. William is pursuing a Bachelor's in Science in Information Science.

Romeo Verdeflor, Jr. 2019-2020 Scholar

Romeo VerdeflorRomeo Verdeflor Jr. served 6 years in the United States Marine Corps and deployed with the 22nd Marine Expeditionary Unit in 2014 as well 3 different posting to Abuja, Nigeria, Athens, Greece and Milan, Italy as a Marine Embassy Guard. He is majoring in Computer Science with a concentration in Cybersecurity with the intent to graduate in the summer of 2022. He is the only person in my family that enlisted in the military and he's looking into taking the knowledge and skills he gains from The University of Maryland, coupled with his military experience, to the federal sector with the aim of continuing his service to the country.

Nickolas Duncan, 2016-2017 Scholar

Nick DuncanNick is a Major in the United States Army. He's served in various leadership and staff positions at the tactical and strategic levels within the Department of Defense. Nick is currently assigned to the Defense Intelligence Agency. He is qualified as a Boeing CH-47D helicopter pilot and deployed to both Iraq and Afghanistan. Following his combat deployments, Nick became a Nuclear and Counter-proliferation Officer. Nick is the co-founder of the Windy25 Memorial Fund, which honors and supports the families of our fallen heroes. Nick is married with two boys and resides in Northern VA.

Chris Mattingly (2014-2015 Scholar)

Chris Mattingly is a 10 year veteran of the Army where he served 4 combat tours to Iraq. Chris hails from Carroll County, and would like to work for either the National Park Service or the Civil War Trust when he graduates with a degree in history.
